Contaminated Soil Management

Location: Victoria, BC

This 11.6 acre parcel of waterfront land that has historically been a heavy industrial and landfill site.

QMLP’s role in this project was part of a large remediation project which involved the management of contaminated materials prior to the construction of a LEED platinum development.

Given the location and nature of the site, the remediation required, and the complexity of the client group, the site was heavily regulated, and involved extensive reporting and project management.

The scope of work included the following:

  • Excavation, transport and disposal of all hazardous waste soils onsite. Approximately 2100T of HW soil has been taken off site to certified disposal facilities;
  • Management of sedimentation, surficial and groundwater during excavation and initial construction activities. QMLP actively worked with the environmental consultants to ensure that all on and off site construction activities supported the principles set forth by LEEDs;
  • Removal of approximately 12,000T of clean native clay from site to accommodate a central water feature and conducted preliminary site rough grading for general construction contractor;
  • QMLP worked closely with the Cement Association of Canada to successfully stabilize hazardous waste metals leachate prior to transport and offsite disposal;
  • QMLP was responsible for ensuring that all government regulations were met during the transportation (i.e., truck, barge) of the stabilized leachate material; and
  • Working with the environmental consultant, QMLP followed an extensive QA/QC program to ensure that all targets and project specifications were met. This led to the successful acquisition of a provincial Certificate of Compliance (C of C) by the developer.

Key success factors for project completion included the following:

  • QMLP’s ability to manage and cost-track this $2,200,000. multi-component remediation project;
  • QMLP’s proven technical ability to assist a client group / consultant in completing a complex project; and
  • QMLP’s ability to provide a diverse set of in-house environmental works experts to co-operatively provide input to resolve challenging technical issues with the site consultant.
